Dear Mr. Rupprecht:
Your letter to the Iowa Department of Public Health requesting information related to the requirement for the public towear shoes in food or retail establishments in Iowa has been referred to me. The Iowa Department of Inspections and Appeals is responsible for the inspecting and licensing food establishments, Iowa Code Chapter 137F, and lodging facilities, Iowa Code Chapter 137C, in the state of Iowa. There is no reference in either of these statutes which address the wearing of apparel by the public entering these establishments. The food code does require that food handlers wear clean outer garments, hair restraints and have clean hands and fingernails
