To Whom It May Concern:
The Illinois Department of Public Health does not have any rule or regulation that requires patrons of a retail food business to wear shoes. Staff in our Division of Food, Drugs and Dairies suggested that there may be OSHA (Occupational Safety and Health Administration) regulations concerning the wearing of shoes by food handlers and/or food service workers, but you should contact someone in that agency to discover what those regulations may be.
