Dear Mr. Rupprecht,
The Illinois Department of Public Health, Division of Food, Drugs and Dairies has received your letter concerning the requirement of shoes in retail establishments. This Illinois Food Service Sanitation Regulations do not specifically state that shoes are required for customers. This food code is available on the Internet at http://www.idph.state.il.us/rulesregs/77-0750.htm.
You may want to consult your local health authority, as they may have a local ordinance that enforces this requirement. If you have any further questions, you may reach me at my office (217) 785-2439.
Sincerely,
(signed)
