Dear Mr. Rupprecht: The State of Missouri does not have laws or regulations requiring shoes or other footwear for the general public in food services establishments or the other public venues, which you mentioned in your letter. I am familiar with the signs stating that service may be denied based on lack of footwear or other apparel that you referred to in your letter. While these signs generally cite health department rules for this requirement, there is no stipulation in the food code that guests dining in food establishments must wear footwear or any other apparel.
