I hope this reply arrives in time to assist you in planning your trip to North Carolina.
When I read your letter, I was unaware of any public health law in North Carolina that required footwear in public places. I asked my staff to look into whether there might be other North Carolina Statues that apply. The information I have received indicates that the NC General Statues does not include references to bare feet in public places. Businesses that require shoes are doing so for other purposes, not as a requirement of Public Health Law.
