Thank you for your inquiry about or Food Establishment Regulations. The Oklahoma State Department of Health Food Service Establishment Regulations does not regulate whether a person has to wear a shirt or shoes into an establishment which is open to the public. It is strictly the policy of that establishment to restrict or deny access to the public for not wearing proper apparel. Therefore, if the signage at the entrance of the establishment has, by order of the health department, especially in Oklahoma, the signage is misleading.
