Dear Mr. Roat:

No, the Vermont Dept. of Health has no such regulation for the general public.

The signs that you reference, along with the little tag the comes on a new pillow stating "do not remove under penalty of federal law", are two of the great mysteries of the universe. Almost no one knows that they don't apply to the public, only to employees.

However, keep in mind that such a sign might have the force of local ordinance if such has been adopted. However, in Vermont there is no state rule.
